This book, written by leading revisionists worldwide, in honour of Robert Faurisson, gives ample and sympathetic treatment to this man who has been a "guiding light" for revisionists and has suffered much for his principles. "Exactitude" is an excellent title, giving Faurisson’s regard for accuracy without emotional distortion. The writers concede that Rassinier was the man who was the father of revisionism, but Faurisson provided principles to build on his foundations. Nevertheless, Faurisson gives tribute to his fellow revisionist: "Rassinier, who died in 1967, had already said EVERYTHING of the essentials." (p.122) It is an act of generosity and integrity to acknowledge the contribution of a fellow "labourer in the vineyard", and Faurisson does so.

Some of Faurisson’s concepts have an elegant simplicity: "show me or draw me a gas chamber" draws attention to fundamentals that can be neglected in more elaborate theories.

His quip, "no holes, no holocaust", disproves the allegation that the demolished remains of Crematorium II in Birkenau have holes through which Zyklon-B pellets could be poured.

The modern saying: "Keep It Simple, Stupid" (KISS) emphasizes the need for simple ideas on which more complex understanding can be built. These basics are the foundation stones on which buildings can be constructed, and the more elaborate the structure, the more solid the foundations must be. Faurisson has never lost sight of this and he has conveyed this to his pupils.

Faurisson functions mainly as a "facilitator" of other peoples’ research and is not just a lone researcher. If it were not so, he would be "a voice crying in the wilderness". His work is synergistic because he has inspired other people to follow his example. He cannot be judged by his own work alone, but also, like a good teacher, by those he has inspired to carry on the work

All the contributors acknowledge Faurisson as mentor, one who can be personally amicable but hard on sloppy thinking and emotional appeals that cloud "hard evidence". He has a feeling for the physical situation, trying to visualise how the claimed "gas chambers" would have worked in practice, and rejects emotional appeals based on lurid fantasies. This approach is one that has appealed to a variety of individuals.

Dr Christian Lindtner writes an excellent introduction championing free enquiry as part of a liberated and wholesome state of mind, unchained by superstition, but aware of the struggle it takes to correct the multitude of false beliefs and thus tolerant of others’ difficulties in climbing out of the intellectual mire. It is true, as he says: "who, apart from a very small minority, cares about radical freedom for the mind, after all?" (p. 10) This minority makes breakthroughs which most people will misunderstand or reject, but this is the (heavy) price of progress.

Dr Lindtner writes a chapter claiming that Buddhist ideals underly the New Testament Gospels, and suggests that the Greek language of the Gospels is derived from Sanskrit originals, a revisionist thesis bold enough to face an uphill battle for acceptance from theologians, although he is less likely to be imprisoned and accused of "anti-Semitism" for this viewpoint. His thesis is unpopular but less hazardous than those querying the "Holocaust".

Dr Arthur Butz is the author of the classic: The Hoax of the Twentieth Century, which covered the essentials of the Holocaust story in lucid prose, (now issued in a revised edition with a new preface.) He pays homage to the continuing inspiration of Faurisson, recognizes the extent of his ongoing contribution but calls for more adequate understanding and compilation of his work.

Jürgen Graf in "A Profile In Integrity" demonstrates a factor common to many people: those coming across a revisionist message for the first time may reject it, or fail to follow it up. It does not always produce a "Eureka!" experience, but it may germinate a delayed response later. He came across a Faurisson article and learned of skepticism re the "gas chambers" but did not follow it up again for more than a decade, when another writer supplied backup and got him involved in the issue. Later, Jurgen Graf came to respect Faurisson's expertise when the latter critiqued a book of his. They have had some severe "differences of opinion" but it has since been patched up.

Graf notes the genius Faurisson has to simplify complex issues without being simplistic, zeroing in on essential issues obscured by bias or obfuscation. He admits that Faurisson has never cover the entire field of Holocaust studies, but is good at detailed, skeptical analysis of individual problem, a detective effort worthy of Sherlock Holmes. Faurisson essays have been collected into a French-language volume which unfortunately seems not to have been translated into English- a job for someone! Will Jürgen Graf or someone else be industrious enough to do it?

Faurisson has been persecuted for his beliefs for decades, but this has not broken his spirit, though it has made him pessimistic about the future of revisionism. Jürgen Graf looks forward to a time when Zionists and their lackeys will have been so completely discredited, that revisionism will be vindicated. Not all the battles are in Iraq. Intellectual battles have still to be fought.

Reality itself is multi-faceted, and each contributor to this volume has something distinctive to offer. A picture is worth a thousand words, so Germar Rudolf is right to enliven us with cartoons that say more than words alone. Maybe most powerful is the sketch of the lone revisionist "black sheep" going against the tide of sheep who rush forward to plunge, lemming-like, to their destruction (p. 104) symbolic of where our society is headed.

Carlo Mattogno writes how Faurisson helped inspire Italian revisionism and states that "Faurisson’s significant contribution has been to supply (revisionism) with a method and a scientific base."(p.61) This Italian writer welcomes individual clashes among individual revisionists as a sign of healthy dissent, without which revisionism would become ossified. Carlo Mattogno and Germar Rudolf have made significant contributions to improving the Leuchter Report, itself a pioneering work recommended by Faurisson, but which requires "fine tuning" to satisfy "exactitude".

Revisionists, as a minority, have to face the opposition of imposed majority opinions, not limited to the "Holocaust". Carl O. Nordling mentions some accepted "dogmas" that have become so well established that dissent is difficult, such as the "Big Bang" theory among astronomers; the general rejection of the possibility that someone else wrote "Shakespeare"; academic acceptance of Margaret Mead’s false "sociology" about the "promiscuous" life of Samoans; and suggests that despite historians’ image of Stalin as "peacemaker", Stalin signed a "Peace Pact" with Hitler to mislead the German leader into believing that there would be no war over German invasion of Poland, since Hitler thought England and France would not declare war without the support of Russia. Stalin nevertheless operated in the full knowledge that German invasion would lead to war and that, as the combatants became exhausted, Stalin could invade Europe to seize it without resistance. Dr Nordling’s thesis on Stalin is strengthened by recent writings showing that when Hitler invaded Russia it was to forestall a pre-emptive strike by Russia which he knew was coming.

Dr Fredrick Töben is the contributor that I personally know the best and his penchant for philosophy and scientific analysis shines through. A disciple of Immanuel Kant’s Categorical Imperative, Dr Töben advocated it despite the attempt of an opponent, Jeremy Jones, (the Jew with the "goy" name), to substitute Categorical "Hurt Feelings". He speaks against a Cartesian mind-body split and wants to unify both into an integrated whole as part of his methodology, combining it with Faurisson’s "exactitude". He combined the theoretical with the practical when he scrambled under the ruins at Birkenau, in vain, to see if the missing "holes" could be found. Dr Töben knows that slavery of the mind is as pernicious as slavery of the body. He says, "any thinking person is a revisionist."(p. 121). But one must be free to think.

Ernst Zündel writes from his prison cell to announce that he became a "Faurisson disciple" and remained one. Considering that Zündel has been held for more than a year without charge, with threats to his health, and reduced to writing with a pencil stub, his tone is remarkably jaunty and indicates that his head is bloody but unbowed and he retains his respect for his mentor. Robert H. Countess documents the significance of the Zündel case.

A man, such as Robert Faurisson, who can inspire such influence and respect from such a variety of different individuals world wide must indeed be extraordinary. He is an illustration of the fact that one person can make a difference, if he can inspire other people to follow his lead. He put the "vision" in "Revisionism". And without a vision, revisionism will perish.

Dear Fredrick!

You asked me to write a few words, to share with the attendees at the Sacramento-Revisionist Conference to take place on 23-24 April 2004, which coincides with my birthday and that of my long-time attorney Doug Christie on 24 April.

I am writing these lines propped up in my cell bunk, covered in a blanket, fully dressed in my prison orange jump suit, an orange T-shirt wrapped around my head like a Sikh! For I am cold! Outside a snowstorm has raged since dawn with thick, fat, wet snowflakes sailing down, the size of a thumbnail, easily!

It may interest you and the conference attendees that the members of our new legal team are also Tauruses. Mr Lindsay, the new lead counsel, was born on 23 April- yes, this is not joke! His wife and law partner is also a Taurus, as were the leading members of the previous legal team, Keltie Zubko, Doug Christie’s wife, and Barbara Kulaszka, and also Dietlieb Felderer and several other important Zündel-Team members, witnesses and advisers!

Ingrid, my wife, was born on the 22 May, so for the purposes of this letter we will make her an honorary Taurus! Adolf Hitler, Queen Elizabeth of England and Rudolf Hess, who was born in Alexandria, Egypt on 26 April, my grandfather, the lumberjack Friederich Zündel was also born on 26 April. The one fly in the ointment to spoil things is Golda Meier, who was born on 23 April. With so many prominent Tauruses around in Revisionist circles we realized at Zündel-Haus that in Jewish circles this was undoubtedly noticed and was surely referred to in that superstitious circle of people as “the curse of Taurus”. I understand there were moves on to exchange the Taurus, the bull sign of the Zodiac, and replace it with the star of David! I am of course just kidding.

I have now switched locations to my throne of court transcripts, which I use to sit on, because I am still denied a chair or stool, for which there was provision in the cell floor. What can a man in solitary confinement for over a year tell his friends in sunny California, USA, that will cheer them up?

For a starter I could tell you that Canada’s newspapers of record, the venerable Globe and Mail, published an editorial on 6March about my being a security threat case, along with an almost full page article by their longtime and well known court reporter Kirk Makin, who covered my 1985 trial every day in detail and in a balanced fashion, much to the chagrin of the Jewish leadership.

The editorial was headlined ‘Zündel doesn’t warrant a security certificate’.

The large, nearly full page accompanying article was entitled: ‘Ernst Zündel, civil rights champion?’ On March 12, less than a week later, another 1/3 page article, again written by Kirk Makin, appeared with the following headline: ‘Ontario Appeal Court approves Zündel hearing’. This article covered a legal victory before Judge Mark Rosenbaum, expediting our Habeas Corpus and constitutional challenge appeal!

We had asked for an expedited appeal so that it could be heard before I was possibly railroaded out of the country as now seems to be the goal of the powers that be! As a result of these articles, the French language Canadian Broadcasting Corp. (CBC) produced a show about the Zündel matter during which reporter Makin and Zündel lead attorney Peter Lindsay were interviewed. The civil rights aspect of the Zündel saga was the focus. The next day Ingrid was contacted by the English-network of the CBC; they too are planning a show with a similar thrust for their English speaking audience – Canada-wide! In the United States meanwhile, the popular rather left of center, intellectual website Counterpunch featured a 12 page essay by the former New York journalist Alan Cabal about my life, my career and my case, etc.! I was told that about 3 million people look at Counterpunch on the web each month. An amazing break-through. The very popular Rense.com internet radio show and website, with 7-8 million listeners/readers/visitors each month also ran several Zündel-related front page stories and letters and Z-grams by Ingrid.

The courageous and popular website Whatreallyhappened.com which gets 4-5 million visitors a month frequently featured and brings updates about my never seemingly ending Zündel-saga. There are over 600 million websites worldwide on the internet. The Rense.com show is 2000^th, and Whatreally happened.com is in 5000^th spot in worldwide popularity, way ahead of most major newspapers and even many T.V. stations. So the internet is where the action is!

We must of course not forget our own revisionist websites, like the IHR’s, Germar Rudolf‘s, the Adelaide Institute’s, the Freedomsite and many, many others, last but not least Ingrid’s much embattled and persecuted Zundelsite.org, which still gets around 1 million visitors a month, who in turn look at 8.1 documents during each visit. That’s up from only 2.6 documents looked at a years ago.

Each visitor has a choice of 4000 documents, the most popular documents accessed are the 300.000 word 567 pages, 8 ½ x 11“ book about my second trial by Barbara Kulaszka, The Holocaust Trial (1988 trial) and the 30.000word essay by Richard Harwood (Verral), which I call my ‘Karmic Quota’ and that has been at the root of most of my problems. Those massive essays are considered one document. Finally, people love Ingrid’s Z-grams.

So if one multiplies 1 million visitors by 8 documents looked at times 12 months, that gives a cool 100 million documents perused on the Zundelsite alone per year.

There is no doubt in my mind that I was kidnapped under the colour of law, because some people with influence, both sides of the border, did not like what they saw on that website and decided to grab themselves a hostage, a bargaining chip, in the struggle of ideas. And it was my misfortune that I was it!

I am the world’s first website hostage - that’s perfectly clear from the heated, near hysterical questions, from the moment I was brought back into Canadian custody, by Canada’s most well known Nazi-war-crimes-prosecutor Donald McIntosh. And Judge Blais has shown an equally keen interest in that website and who runs it, etc.! The court record gives ample evidence of that. That Zundelsite is a frequent topic of questions directed at me in the witness box. This lead Ingrid to think out loud on the telephone with me one day, if I thought that the powers that be would be, may be, amenable to a trade? She would consider possible selling the Zundelsite, I forget now if it was for $6 million or $6 billion, if they threw in the release of yours truly, her husband Ernst Zündel in the bargain.

All joking aside! It is clear it is chiefly the website they are after - my torment is supposed to achieve this end!! They had no bargaining chips - in this website war - without me in their jurisdiction and their clutches. Somehow I had to be brought back or delivered back to them, one way or another. I was safe in the United States because both Ingrid and I were protected by the United States‘ Constitution and its wonderful First Amendment. They knew it and I knew it - and Ingrid knew it, that’s why it is utter ludicrous for even one moment that I, or she, would do anything at all to jeopardize this safety net - it’s as simple as that!

We know from the Syrian-Canadian computer expert Arrars’ case, that Canadian Intelligence did the US a favour, and poor Arrars saw himself be kidnapped and sent in handcuffs and leg irons to his native Syria for a year of torment and torture!

It’s public knowledge by now, a favour was done the U.S. and a public enquiry will get to he dirty crooked details, of how the evil deed was done and by whom and how.

We are conducting an ongoing private investigation and come across evidence that America did the Canadians a favour with my arrest, and delivered me back to this country, where they tell me from immigration, that my status has lapsed. That I was thus inadmissible! Yet they took me with no problems - no one even tried to deport me to my country of birth, the passport of which I had on me! And let’s not forget, they had told the Americans, they would gladly pick me up under a brand spanking new arrest warrant issued by the Germans the very day of my deportation to CANADA! Interesting, ain’t it? The German warrant was for ‘Internet Denial of the Holocaust-crimes’! Five years imprisonment guaranteed!

In the meantime we have learned from insiders, high up in the U.S. hierarchy that the U.S. delivered a German national to Canada, because some people had open issues with him! The only issues open- for Canadian authorities was that their Human Rights tribunal. Where truth was no defence ruling, was unenforceable in the U.S.A. I think that even a blind or a stupid man could begin to grasp what was ‘Going Down’ as they would say in a Hollywood movie.

Let me be a clairvoyant for a moment.

I became the victim and a pawn, in a very cleverly conceived operation, the types of which Mossad (whose motto is ‘Thou shall make war by deception’) is famous for. They are pretty good, but they also have their share of failures!

Whoever planned this kidnapping or abduction under the colour of law, knew that there was no downside publicity-wise to this unconscionable act, that I was so demonized and marginalized over the decade, that no one would give a damn - all they needed to do is to heap a little more abuse on me. And deflect any criticism! That they could lock me up in the most cruel and dismal conditions, that made look Arrar’s treatment benign - and simply throw the keys away - and conduct a secret trial with secret evidence, secret witnesses, and ruin what was left of my reputation and make an example of me for the rest of the Canadians, especially Canada’s immigration population.

I was and I am useful to the system!

And the Jewish lobby? Well they can crow to their donors backers: “You see how clever we are! We told you we would get him, and we got him; see how we humiliate him: leg irons hand cuffs, the orange suit of terrorists in Guantanamo Bay! And when we are through with him, and if he is still alive, we will slip him off for more humiliation and more show trials and more years in jail in our German vassal state. That’s how we deal with someone who crosses us! We are worth your donations, we deserve your bequests, send us your shekels! Nobody will ever blame us! There will be no repercussions, for we have covered our tracks well. Everybody believes us, that Zündel was too stupid to keep an appointment with an immigration bureaucrat in the U.S. It’s the perfect cover story! Before we are through with him, he will be bankrupt and ruined, he will be physically a wreck. We have broken greater Nazis than him. Look at the Nazi leaders in 1945-46-47, and since, and that was before we could have secret trials, and secret evidence, and secret witnesses - in camera- and decisions which could not be appealed! We are the best after all we are God’s Chosen People!”

Listen my friends! I knew from my studies of history, that once I sent Leuchter to Auschwitz, and introduced his evidence in court in the 1988 trial, that from then on my life would be hell! I was living on borrowed time. That’s why I was not surprised at the beatings, the bombs, the arson, the denial of citizenship, the opening of my mail, the turning of my second wife by the police and the ultimate insult, to call me, of all people, a terrorist! They railroaded, tormented and executed far greater men than myself, not only now, or recently in Palestine, or after 1945 in Germany, or before that in the Soviet Show Trials and Gulags of Siberia.

If you want to see a classical example, see Mel Gibson’s movie The Passion of Christ. My fate is just the fate of one amongst untold victims of this evil, which is loose on the planet.

However, they are running out of lies, the age of transparency, ushered in by the marvelous technology of the global internet, will be their end! They cannot stand the one thing this age delivers via technology and that is SRCUTINY! Scrutiny coupled with exposure has brought their Iraq deception to a grinding halt. Billions

of people globally have seen how they lie, and cheat and operate!

The end is in sight for ‘The People of the Lie’! Revisionism is the cure and weapon in this fight! They represent the Dark Ages and we represent the future. This future already belongs to us!

We are its midwives!

Rudolf Hess expressed it well when he said that what we are experiencing is the pains, the tears and the joy, the birth pangs of a new age, right before our very eyes.

FAILURE IS THE ONLY OPTION

Joseph Biden, a US Zionist Senator, said about the US venture in Iraq, "Failure is not an option". Any smart analyst would ascertain to those deluded US politicians: Failure is the only option left for them. The only other option would be to wipe out the Iraqi people in an unprecedented genocide by carpet bombing all Iraqi cities. So, a wise political decision by US Zionists would be: Pack up, cut your losses and leave. Sifting through the rubbish dished out by US Zionist spin media, we may come out with sound conclusions. The US is getting a good hiding at the hands of the brave fighters of the Iraqi resistance. US propagandists can call them insurgents, Sunni triangulars, thugs, or Saddam loyalists. They do call them anything but nationalist zealots who are determined to free their country from vile foreign occupation by greedy and ruthless invaders.

The US is doomed to failure as a result of a brilliant plan by the Iraqi army. It is so simple to comprehend: It would have been stupid to engage the US/UK invaders in a classical war where the aggressors had air superiority. The brilliant tactic adopted by the Iraqi generals was to bring the invaders down to the ground. So, Iraqi tacticians decided to avoid the total destruction of their cities by handing them over, in what the clumsy Yanks and Brits thought was a quick victory.

One year later, the invaders discovered that they were bleeding to death. It was indeed a brilliant Iraqi tactic. Those hundreds of thousands of Iraqis fighting on the ground today are mainly soldiers of the Iraqi regular army out of uniform, not remnants of "Saddam Loyalists", as the spin media wants us to believe. They are making the most out of their modest arms and superior training, against a 'privatised' US force composed of private 'security contractors' and a ragtag regular force of soldiers of fortune, mainly 'niggers' and 'Latinos'. Those US soldiers are people who have no genuine cause for which to fight and die. In the heat of battle, they would hide behind their mates. On the other hand, Iraqi fighters do have a cause. They are fighting to free their country from foreign aggression. Historical precedent had it that if a people are so intent on liberating their country, they will

A BILL

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.

This Act may be cited as the `Global Anti-Semitism Awareness Act of 2004'.

SEC. 2. FINDINGS.

Congress makes the following findings:

(1) Acts of anti-Semitism in countries throughout the world, including in some of the world's strongest democracies, have increased significantly in frequency and scope over the last several years.

(2) During the last three months of 2003 and the first three months of 2004, there were numerous instances of anti-Semitic violence around the world, including the following incidents:

(A) In Putrajaya, Malaysia, on October 16, 2003, Prime Minister Mahathir Mohamad of Malaysia told the 57 national leaders assembled for the Organization of the Islamic Conference that Jews `rule the world by proxy', and called for a `final victory' by the world's 1.3 billion Muslims, who, he said, `cannot be defeated by a few million Jews'.

(B) In Istanbul, Turkey, on November 15, 2003, simultaneous car bombs exploded outside two synagogues filled with worshippers, killing 24 people and wounding more than 250.

(C) In Hobart, Australia, on January 5, 2004, poison was used to ignite and burn anti-Semitic slogans into the lawns of the Parliament House of the state of Tasmania.

(D) In St. Petersburg, Russia, on February 15, 2004, vandals desecrated approximately 50 gravestones in a Jewish cemetery, painting the stones with swastikas and anti-Semitic graffiti.

(E) In Toronto, Canada, from March 19 to March 21, 2004, vandals attacked a Jewish school, a Jewish cemetery, and area synagogues, painting swastikas and anti-Semitic slogans on the walls of a synagogue and on residential property in a nearby, predominantly Jewish, neighborhood.

(F) In Toulon, France, on March 23, 2004, a Jewish synagogue and community center were set on fire.

(3) Anti-Semitism has at times taken the form of vilification of Zionism, the Jewish national movement, and incitement against Israel.

(4) Anti-Semitism is also increasingly emanating from the Arab and Muslim world on a sustained basis, including through books distributed by government-owned publishing houses in Egypt and other Arab countries.

(5) In November 2002, state-run television in Egypt broadcast the anti-Semitic series entitled `Horseman Without a Horse', which is based upon the fictitious conspiracy theory known as the Protocols of the Elders of Zion. The Protocols have been used throughout the last century by despots such as Adolf Hitler to justify violence against Jews.

(6) In November 2003, Arab television featured an anti-Semitic series entitled `Ash-Shatat' (`The Diaspora'), which depicts Jewish people conspiring to gain control of the world.

(7) The sharp rise in anti-Semitic violence has caused international organizations such as the Organization for Security and Cooperation in Europe (OSCE) to elevate and bring renewed focus to this issue, including the convening by the OSCE in June 2003 of a conference in Vienna dedicated solely to the issue of anti-Semitism.

(8) On April 28-29, 2004, in Berlin, Germany, the OSCE will again convene a conference dedicated to addressing the problem of anti-Semitism, with the United States delegation to be led by former Mayor of New York City Ed Koch.

(9) The United States has vigorously supported efforts to address anti-Semitism through bilateral relationships and interaction with international organizations such as the OSCE, the European Union, and the United Nations.

(10) Congress has consistently supported efforts to address the rise in anti-Semitic violence. During the 107th Congress, both the Senate and the House of Representatives passed resolutions expressing strong concern about the sharp escalation of anti-Semitic violence in Europe and calling on the Department of State to thoroughly document the phenomenon.
SEC. 3. SENSE OF CONGRESS.

It is the sense of Congress that—

(1) the United States should continue to vigorously support efforts to combat anti-Semitism worldwide through bilateral relationships and interaction with international organizations such as the Organization of Security and Cooperation in Europe (OSCE);

(2) the United States delegation to the OSCE conference in Berlin should advocate for the appointment of a High Commissioner on anti-Semitism;

(3) the President should direct the United States Ambassador to the United Nations to introduce in the most appropriate forum in the United Nations a measure condemning anti-Semitism;

(4) the Secretary of State should establish a permanent office in the Department of State to monitor and combat anti-Semitism; and

(5) the Department of State should thoroughly document acts of anti-Semitism and anti-Semitic incitement that occur around the world.

SEC. 4. AUTHORIZATION FOR ESTABLISHMENT OF OFFICE TO MONITOR AND COMBAT ANTI-SEMITISM.

The State Department Basic Authorities Act of 1956 is amended by adding after section 58 (22 U.S.C. 2730) the following new section:

`SEC. 59. MONITORING AND COMBATING ANTI-SEMITISM.

`(a) Office to Monitor and Combat Anti-Semitism-

`(1) Establishment of office- The Secretary is authorized and encouraged to establish within the Department of State an Office to Monitor and Combat anti-Semitism (in this section referred to as the `Office').

`(2) Head of office- If the Secretary establishes the Office pursuant to paragraph (1), the head of the Office shall be the Director for Monitoring and Combatting anti-Semitism. The Secretary shall appoint the Director of the Office.

`(b) Purpose of Office- Upon establishment, the Office shall assume the primary responsibility for—

`(1) monitoring and combatting acts of anti-Semitism and anti-Semitic incitement that occur in foreign countries;

`(2) coordinating and assisting in the preparation of that portion of the report required by sections 116(d)(7) and 502B(b) of the Foreign Assistance Act of 1961 (22 U.S.C. 2151n(d)(7) and 2304(b)) relating to a summary of acts of anti-Semitism and anti-Semitic incitement around the world for inclusion in the annual country reports on human rights practices; and
`(3) coordinating and assisting in the preparation of that portion of the report required by section 102(b)(1)(C) of the International Religious Freedom Act of 1998 (22 U.S.C. 6412(b)(1)(C)) relating to an assessment and description of the nature and extent of acts of anti-Semitism and anti-Semitic incitement that occur in foreign countries for inclusion in the annual international religious freedom report.

`(c) Consultations- The Director of the Office shall consult with domestic and international nongovernmental organizations and multilateral organizations and institutions as the Director considers appropriate to fulfill the purposes of this section.

`(d) Public Hearings and Evidence- The Director of the Office may hold public hearings take testimony, and receive evidence as the Director considers appropriate.'.

SEC. 5. INCLUSION IN DEPARTMENT OF STATE ANNUAL REPORTS OF INFORMATION CONCERNING ACTS OF ANTI-SEMITISM IN FOREIGN COUNTRIES.

(a) Inclusion in Country Reports on Human Rights Practices- The Foreign Assistance Act of 1961 (22 U.S.C. 2151 et seq.) is amended—

(1) in section 116(d)(7) (22 U.S.C. 2151n(d)(7)), by striking the semicolon and inserting `and a summary of acts of anti-Semitism and anti-Semitic incitement that occur in foreign countries, including descriptions of—

`(A) acts of physical violence against, or harassment of, Jewish people, and acts of violence against, or vandalism of, Jewish community institutions, including schools, synagogues, and cemeteries that occurred in foreign countries during the preceding year;

`(B) instances of propaganda in government and non-government media and other sources in foreign countries that attempt to justify or promote racial hatred or incite acts of violence against Jewish people;

`(C) the actions, if any, taken by the governments of such countries to respond to such violence and attacks or to eliminate such propaganda or incitement;

`(D) the actions taken by such governments to enact and enforce laws relating to the protection of the right to religious freedom of Jewish people; and

`(E) the efforts of such governments to promote anti-bias and tolerance education;'; and

(2) in the fourth sentence of section 502B(b) (22 U.S.C. 2304(b)), by inserting before the period the following: `and a summary of acts of anti-Semitism and anti-Semitic incitement that occur in foreign countries, including the descriptions of such acts required under section 116(d)(7)'.

(b) Inclusion in International Religious Freedom Report- Section 102(b)(1) of the International Religious Freedom Act of 1998 (22 U.S.C. 6412(b)(1)) is amended—

(1) by redesignating subparagraphs (C), (D), (E), and (F) as subparagraphs (D), (E), (F), and (G), respectively; and

(2) by inserting after subparagraph (B) the following new subparagraph:

`(C) Acts of anti-semitism- An assessment and description of the nature and extent of acts of anti-Semitism and anti-Semitic incitement that occur in foreign countries, including descriptions of—

`(i) acts of physical violence against, or harassment of, Jewish people, and acts of violence against, or vandalism of, Jewish community institutions, including schools, synagogues, and cemeteries that occurred in foreign countries during the preceding year;

`(ii) instances of propaganda in government and non-government media and other sources in foreign countries that attempt to justify or promote racial hatred or incite acts of violence against Jewish people;

`(iii) the actions, if any, taken by the governments of such countries to respond to such violence and attacks or to eliminate such propaganda or incitement;

`(iv) the actions taken by such governments to enact and enforce laws relating to the protection of the right to religious freedom of Jewish people; and

`(v) the efforts of such governments to promote anti-bias and tolerance

education.'.

(c) Effective Date of Inclusions- The amendments made by subsections (a) and (b) shall apply beginning with the first report under sections 116(d) and 502B(b) of the Foreign Assistance Act of 1961 (22 U.S.C. 2151n(d) and 2304(b)) and section 102(b) of the International Religious Freedom Act of 1998 (22 U.S.C. 6312(b)) submitted more than one year after the date of the enactment of this Act.

Fredrick Töben's comment: Blaming Jews does not help solve problems - standing up to them does! The above legislation is a scam because it is morally and intellectually dishonest, and those that propagate it are either ignorant of the semantic facts or they are out to deceive.

New Delhi, May 5: The American "outsourcing" for mercenaries to add to its military strength in Iraq has hit India with reports of ex-servicemen and others being duped to work with US troops as virtual prisoners creating a stir in the defence establishment.

The Indian Foreign Office "request" to the American mission here for a full report is not expected to yield results with sources pointing out that the entire hiring was being done by sub-contractors and middlemen and not officially by the US government.

Mercenaries in large numbers from South Africa are fighting alongside US troops in Iraq along with others from Chile and even Britain. India, sources here fear, is now being targeted as a major market for manpower with ex-servicemen being in demand for their experience in counter insurgency operations. The Americans who are finding it difficult to contain the Iraqi resistance are now looking for mercenaries and others to "face the bullets for them," as a retired General here put it.

"Their main aim is to save American lives and use others," retired Major General APS Chauhan said. The Indian media has carried reports based on interviews with those who had gone from here to Kuwait in the belief that they would be getting jobs there. Instead they found themselves in Baghdad and said they were employed as cooks with the US troops, abused, ill treated and kept prisoner until they managed to escape after several long months.

This prompted the Ministry of External Affairs to ask the US for a full explanation and led the American embassy here to claim "we look at these allegations seriously and are looking at the matter."

There is unconfirmed suspicion in defence circles here that the hiring of labour from Kuwait and Jordan by US sub contractors has been cleared by Washington. "I am sure the Pentagon is somewhere behind this, they are desperate now," said General Chauhan, more willing than others to be quoted on this.

He said that the Americans were "indirectly trying to recruit people" and said that his ex-servicemen's league would take up the matter and demand an investigation into the entire scandal. The sources pointed out that the Americans were cashing in on the large number of ex-servicemen in India, more than in any other country in the world, and the fact that many were living with little else but their nominal pensions to sustain them.

The Indian Army has always elicited great interest in Washington, and is seen there as a highly disciplined, professional and experienced fighting force. The Bush administration tried very hard to get the Indian government to send troops to Iraq and was visibly disappointed when public pressure compelled Prime Minister Atal Behari Vajpayee to reject the request.

The Indian Army's vast experience in counter insurgency operations is unparalleled in the world with the targeting of ex-servicemen through ruthless recruitment agencies being seen here as part of a larger design. Significantly, many of the recruitment agencies involved in extorting money from the poor, unemployed labour in the past were found to enjoy political patronage with little being done to check their activities.

The government has no figures about how many persons might have been employed in Iraq to assist the US military. There is no information, at least none available for the media, about the recruitment agencies responsible for hiring of ex-servicemen and labour in India, and the sub contractors in Kuwait who are sending these persons on to Iraq with or without their knowledge. As the sources pointed out, it is highly unlikely that the Americans will even acknowledge that Indians have been deployed with their troops in Iraq as the entire process is being managed by private companies.
